【摘要】:Aprogrambasedonthisguidewillprovideassurancetoallconcernedthattheappropriateelementsofradiationsafetyhavebeenincludedtoprotectworkers,thegeneralpublic,andtheenvironmentinproximitytothedecommissioningactivities.Implementationofsuchaprogramwillprovideassurancetothoseagenciesresponsibleforrevieworauditofthedecommissioningprojectthattherequirementsforradiationprotectionhavebeenaddressed.RADIATIONPROTECTIONPROGRAMTop1.1Thisguideprovidesinstructiontotheindividualchargedwiththeresponsibilityfordevelopingandimplementingtheradiationprotectionprogramfordecommissioningoperations.1.2Thisguideprovidesabasisfortheusertodevelopradiationprotectionprogramdocumentationthatwillsupportboththeradiologicalengineeringandradiationsafetyaspectsofthedecommissioningproject.1.3Thisguidepresentsadescriptionofthoseelementsthatshouldbeaddressedinaspecificradiationprotectionplanforeachdecommissioningproject.Theplanwould,inturn,formthebasisfordevelopmentoftheimplementationproceduresthatexecutetheintentoftheplan.1.4Thisguideappliestothedevelopmentofradiationprotectionprogramsestablishedtocontrolexposurestoradiationandradioactivematerialsassociatedwiththedecommissioningofnuclearfacilities.Theintentofthisguideistosupplementexistingradiationprotectionprogramsastheymaypertaintodecommissioningworkers,membersofthegeneralpublicandtheenvironmentbydescribingthebasicelementsofaradiationprotectionprogramfordecommissioningoperations.1.5Thisguidedefinestheelementsofaradiationprotectionprogramthatwillensurethatthegoalsandobjectivesofadecommissioningactivityareattainedwithintheradiologicallimitsandrestrictionsimposedbyapplicablegoverningandregulatingagencies.Theimplementationofsuchaprogramwillprovideradiologicalprotectiontopersonnelandtheenvironment.Thisguideshouldbeusedfordevelopingthedocumentationthatdefinestheintentandimplementationoftheradiationprotectionprogramforaspecificdecommissioningproject.1.6TheRadiationProtectionProgramshouldaddressthefollowingelements(seeNote1).ThisprogramshallbedevelopedandmaintainedsuchthatitsatisfiesallapplicableQualityAssurancerequirementsdevelopedforthedecommissioningproject.Note18212;Ifthesitetobedecommissionedisadjacenttoanoperatingsite,theradiologicalimpactoftheoperatingsitemustbeconsideredinthedevelopmentoftheRadiationProtectionProgramforthedecommissioningsite.1.7Thisguidedoesnotaddressthesubjectsofemergencypreparedness,safeguards,accountability,wastehandling,storage,andtransportation.Eachoftheseissueshasadirectinterfacewiththeradiationprotectionprogram.However,eachconstitutesaprograminandofitselffromprogramdefinitionthroughimplementation.1.8Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
